It may be helpful to read: http://www.oasis-open.org/archives/security-services/200612/msg00053.html
My understanding is that
a) we have two parallel revisions, cd-02 and draft-10, that were both based on cd-01
b) we're trying to merge useful stuff from the draft-10 "fork" into cd-02 "fork" (and for better or worse, that new revision is called draft-11)
Of course, I could be horribly confused at this point too.

Well, it appears the text of draft-11 originated from draft-10 (just by eyeballing it) so in that case why shouldn't the diff be taken from draft-10?
I guess the real question is: did you start with cd-02 or draft-10? The latter appears to be the case, but if you did in fact begin with cd-02, then why aren't you calling this draft-09?

No, we decided that draft-11 would incorporate comments from draft-10, but would be based on cd-02 to make it easier to limit the changes in document structure. ::Ari

If you look at this diff closely, you'll see that it jumps abruptly from section 2.1 to section 3.1, which totally throws off the numbering subsequently. Moreover, the diff is against the wrong document, I believe. Shouldn't the diff be against draft-10? I've read over draft-11 carefully, and it seems the text is derived from draft-10 (as it should) so shouldn't the diff be against draft-10 (instead of cd-02)?
