Sam,

Is there any way to get Courier to work with the hardlink restrictions?

Nope. See "Mail queue on disk" in http://www.courier-mta.org/queue.html.

Sendmail doesn't have the problem. I know, Courier isn't sendmail, but I'm getting nowhere trying to figure out how to install Mandrake without the modules that restrict the hard links. And I'm not in a position to replace the O/S since it's not my box.

There just has to be a way to configure that thing to follow the standard POSIX filesystem permission semantics.

The following archived message:

http://www.geocrawler.com/archives/3/3723/2000/8/0/4166407/

suggests that you might have alternative kernel packages that you need install by hand.

Trawling google, it seems that you need to dump the kernel-secure mandrake rpm, an replace it with the corresponding kernel rpm:

http://www.userfriendly.net/linux/RPM/kernel-secure.html

vs

http://www.userfriendly.net/linux/RPM/kernel.html

'kernel-secure' appears to be a mandrake-specific aberation.
