There is no API for Ad Diagnostic Tool. Login to your adwords account and use the Google Ad Diagnostic Tool (see https://adwords.google.com/support/bin/answer.py?answer=10927).

Sandbox doesn't help: http://www.google.com/apis/adwords/developer/adwords_api_sandbox.html
