Yes, to some extent. We've had much better luck with with the java developers on this, probably because what they develop with and what the customer runs it with are more tightly coupled.

Aye, there's the rub. There is no formal CM approval, and not much CM authority. (About the only authority I wield is the threat of making them do it themselves :-)
