Why are there no dec-osf4 binaries for 3.23? (At least, I find nothing past 3.22.30.)

Because we do not have access to a dec-osf4, and whoever was contributing the binaries has stopped doing it since then.

Can I help with this?

sure - just run make_binary_dist and ftp the binary to ftp://ftp.mysql.com/pub/mysql/Incoming
