So what happens if you need processing instructions for your metadata -- nested PIs? How do you validate your DC PIs against a schema? What if you want to indicate the author of the DC annotations?
I'm starting to think that Ted Nelson was onto something when he suggested that all markup should be out-of-band. Then overlaying the document's "native" markup with processing instructions, metadata, etc. would be trivial -- just multiple markup overlays. And each one could be validated individually.
