Nope. maildrop is generally MIME-unaware.

The only way avoiding this (or avoiding mime unaware users creating such
filters) is to leave your users with a subset of predefined filter rules through a front-end. That would solve your problem.

The ones that edit filters directly should know about the structures of mails
and mime.
