Dennis, The imap server does not allow deletion of a folder unless its empty (ie contains no messages). When the user "deletes" a message it might disappear from view but still exist in the folder but marked as deleted. What Sam is saying is that you have to tell the server to permanently remove the deleted messages from the folder before attempting to delete the folder itself. That's what "purge" is about.
