I'd like to point out that the Apple ID that you use for the Apple Developer Connection is used by a number of websites:
store.apple.com developer.apple.com discussions.info.apple.com kbase.info.apple.com jobs.apple.com train.apple.com myinfo.apple.com asw.apple.com salestraining.apple.com
Because the name and password are used by a great number of websites, your account information needs to have the security level of the most secure site. For example, with this account you can buy a computer at the Apple Store using One-Click.
Believe me, there is significant value in having one name and password for all of Apple's sites that require a registration, rather than many different sets of names and passwords.
On a different note... the developer tools ship with the Mac OS X retail box. So why can't they be a public download that doesn't require a registration at all? I think that's the main question.
