Did you see something specific that made you think it was a TLS problem?

No, just a hunch because I've had SSL problems recently after upgrading to courier 0.6.0. It was the most likely configs I could include short of including everything.

Do you see the same problem if you set the above value to 0 and restart courier?

Bingo, that did it. The Debian package default is 1 so I was hesitant to alter it.
