yes it is possible you can create maildrop filter files for every user by making a ".mailfilter" file in the user's home dir.

note that he said "in the user's home directory". if you have a virtual setup with a single home directory, just use exception { include $DEFAULT/maildrop.rc } and put the maildrop.rc file in $DEFAULT (the maildir for the recipient).
