"svn" is short for "Subversion". The easiest way for Windows users to get it is to install Cygwin (http://cygwin.com/). Subversion is not part of the default Cygwin install, so you'll have to dig through the package tree during the installation to turn it on.

Dont know too much about this svn version?

We keep the MySQL++ source code in an svn repository. So, this gets you access to the live copy of the source I'm working on right now.
