1) it is my understanding that if tag query parameter is supplied user- based feed should return only a list of albums which contain at least one image with that tag. this doesn't work - API returns all albums regardless of the tag supplied.

2) server returns 400 Bad request error if tag containa cyrillic characters. doesn't matter urlencoded or not.

3) not an API issue, but it would be logical if when viewing one's album clicking at a tag would display album's images with that tag, not perform a broad search through all picase users' images.
