Since no one else seems to be answering...
We just reviewed a number of the small to medium sized problem tracking
tools.
None of them used the mechanism that you described as far as I know.
Quite a few used ODBC (and were Windows specific). This usually required a
full database (Sybase, Oracle, etc.) on the server as well.
Most of them had an option for a web component, and several were exclusively
web based. This may or may not meet your requirements.
Another alternative might be to look at the GNU bug tracking package, gnats,
which is primarily email based as I recall.
