I don't know it, because I don't use all browsers ;) I only tested it in the following browsers:

- MS IE 6.0 - Opera 9.00 - Mozilla 1.7.6 - Firefox 1.0.2 (Linux) and 1.5.0.4 (Windows) - Konqueror 3.3.2 - Galeon 1.3.21

and all of them render an empty <div> tag properly.

Try lynx and links...

Me and my users don't use text browsers, but I've tried them (lynx 2.8.5 and elinks 0.10.4).

They really don't render empty <div> tag like a horizontal line, because they don't support CSS or do it poorly. Is it a reason to abandon CSS?

I also don't care about lynx and links, because they have problems with frames and JavaScript.

IMHO the <hr> tags aren't necessary to separate groups of elements on the page. The one or two empty lines are sufficient.

Of course, the Sqwebmail is owned by Mr Sam, so I have to respect his choices.

Sqwebmail roadmad states to keep compatibility with text browsers. As long as that is kept, you've stuck with hr tags, if wanting a horisontal line.

Giving that up, opens a huge area of possibilities. The zeta interface takes advantage of css and javascripting. The project is taking a breath while I'm busy renovating my house, but any help is highly appreciated. Several platform specific problems have recently been solved, but the sources are not uploaded yet. No hr tags, no hardcoded colors, no tables!
