Good comments on this thread. I can tell you this much: We have been looking for an SCM person for months but it is hard to find experienced SCM leads that have a developer skillset (rather than being merely process enforcers). Think of the ratio of SCM leads to developers at most companies. Furthermore, experienced developers often would rather do other kinds of development work than SCM & process automation. For my money, a highly qualified SCM lead is worth a premium.
