Great!
What do you think about some "Ideas/Projects" file? People with ideas for projects could populate the file, and people looking for ideas could take from there.
I have a few ideas :-)

I'm working on a web site redesign to make the taglibs frontpage more like the Struts and Velocity pages.
The web page will have the following information: - what the taglibs project is (general welcome) - tags that are currently available - mailing list resources - how to contribute
Instead of just hyperlinks, I will include information in each section with more details as well as including links to the documents already available in the doc directory. Hopefully that will answer most questions. Any other suggestions?
I don't like how currently you have to download the distribution before you have access to the documents as well as knowing what tags you're getting.

OK. I'll do that. Building is truly simple. Just javac a single
file.
Please, correct me if I'm wrong, but I believe all taglibs should have a build process based on Ant. Your library may consist of just one file now, but it may grow with time. I also believe the build process needs to include support for creating binary distributions, including a sample web applications, etc. so using Ant helps a lot.
It's been so long since I looked at this in details, and right now I don't have the time. But if you look at some of the other libraries I'm sure you'll be able to mimic what they do.
There is a document in the "jakarta-taglibs" source distribution (doc/sourcedist.html) that describes the required structure of a tag library subproject.
Great! I was pretty sure such a document existed but I didn't find it at first glance. Any chance we can make this more visible on the web site, along with the other guidelines for what's required for new contributions?
