The links are wrong. See ftp://ftp2.pt.FreeBSD.org/pub/freebsd/ftp/doc. The 2nd FreeBSD is all lower case.
There isn't a "pt" version of the handbook even on ftp.freebsd.org. There is one in español on ftp://ftp.FreeBSD.org/pub/FreeBSD/doc/es_ES.ISO8859-1/books/handbook.
If you aren comfortable with English, you also have other languages.
