I am not disagreeing that there is some confusing, I am suggesting a way to solve it easily.

Unfortunately the MySQL book says the opposite - that the Win version requires a licence even for personal use, unlike the Unix versions. I presume this has changed since the book was published. However, seeing something in print is at least some excuse for not checking the on-line documentation.
