Does Jabber have file transfer? Depends on who you ask.

Technically? No. JEP 96 (going from memory), the standards doc that outlines this magical transport, is not ratified yet.

Practically? Yes, XMPP has a well-documented file transport extension that works suitably well and lightning quick. Most clients already support it at this point. Why this nobrainer is taking the standards weenies forever to decide on is beyond me (I'm not terribly familiar with how the Jabber Project's governing body works).

Google is probably going on the safe side and waiting until 96 is nailed down. Users of other Jabber transports, (like Jabber to AIM, Jabber to MSN, Jabber to Gadu Gadu, Jabber to ICQ, Jabber to Yahoo, etc) notice a lack of file transfer support, with the developers of those transport implementations citing the standards for not yet working on file transfers.

Bogus? Maybe, but give it time. Jabber's in it for the long haul.
