So I can just update my module whenever, even if it's listed in the directory?

Am I correct in assuming that modules are cached "globally" cached -- meaning, that they aren't cached separately for each "subscriber"? (ie, when the module code is refreshed, it'll be refreshed for everybody at the same time?) -- and so there's no way to know when the cached version will be updated -- or to force an update?
