My new manager is Notes-happy (Lotus Notes) and threatening to write something, and I have *no desire* to spend our development time taking on a new product if I have a choice. If you're working strictly with Windows clients, I've used Track Record before and found it very useful. It seems reasonably fast, and is flexible enough for everything I've tried to do. I like the display very much, the main window is an on-screen 'report' selected and sorted by criteria you specify and is quite easy to customize into something that suits your day-to-day needs. It is quite easy to create a variety of custom 'views' for various users, so that developers can easily view their outstanding bugs, sorted by priority, testers can see their outstanding test issues, tech supports can see their unclosed calls, etc.
Track Record is produced by UnderWare, the company that originally developed Brief. An overview of the product is available at:

Caveat: I've not tried to integrate TR with P4, since I haven't used TR for over a year now. I have one aging license at home, but haven't upgraded in years, and this version barely runs on Win95. TR 3.1 advertises integration with Visual SourceSafe, so I suspect they are using the MS-defined DLL. If this is true, you might be able to use the P4 DLL and perform basic P4 operations from within TR as well.
