The main change here is an update to the entire build toolchain: gcc, autoconf, automake, and gettext. Also, the tarball is now compressed with bzip2, which nicely cancels out the extra bloat from the updated toolchain's scripts.

There were also a number of cleanups and rewrites to several internal modules. They have no externally-visible impact, except that perhaps some oddball system configuration might bust a fuse, or fuse. Hopefully these remaining glitches will be quickly cleaned up now.
