If "the complete DNS structure of a domain" means walking down the full list of MX records (or, if there are none, synthesized MX records) and trying each one that has a name on the RHS which resolves to an address, then absolutely.

Should it try to exhaust all possiblities just in case one of the records turns out to be usable when the rest are crap?

Just as you should exhaust all possibilities in case a domain has 14 MX records and the first 13 are on nets that have disappeared, yes.
