It turns out the file that I sent to you is a version of Gears that doesn't have our auto-updating code. The auto-updating code was the code that was breaking on your system, which is why this link works. I was wondering if you'd be interested in helping us (Google) out by installing a newer beta debugging version of Gears and reporting back the results.
