Hi Mark,

When Google Desktop is first installed, it indexes all the user's emails. This is a one time process, and then after that emails are indexed as they arrive. We recently added a group policty setting to throttle the rate at which emails are indexed off Exchange servers. We have also set the default to be 60 messages per minute (earlier we would index as fast as we could). You can modify this rate by changing this value: max_exchange_indexed_rate. The tradeoff of decreasing this value is that it'll take more time for indexing to complete on the user's machine.
