/mail is the folder (partition) where everyone's email folder is.

According to the previously posted configuration, the home directory field is set to the literal '/mail', meaning that, as far as maildrop is concerned, '/mail' is the login account's home directory.

I am not trying to set every login account's home directory to /mail

Except that this is exactly what you did, as far as maildrop is concerned, by setting HOMEDIR to '/mail'.
