Porting /boot/loader to EFI has been on my list, and I put in a fair bit of time several months ago, though mainly in the area of getting the FreeBSD toolchain to emit PECOFF, etc. I believe Doug Rabson has also done work on porting loader, though taking a different approach.
At least from my perspective, anyone who actually *wants* to work on /boot/loader, or with EFI, is more than welcome to step in and take responsibility for that side of things, though.
