Sigh, I know binary files are the bane of any procedure. The "simplest"
suggestion is education, education. The next simplest is that you bug Perforce
to offer more triggering mechanisms so that when a person checks out a file you
can put create a special group that they are the only member of and only people
in that group have more permission than "read" level. The next more complex
solution is perforce supporting diff utilities based on the file extensions.
Fortunately for Michael, he was dealing with text files.
