Might be a problem with "/" vs "\". Your command has to look like

load data infile 'C:/temp/data.txt' ...

Im presently writting a program that uses the mysql api i have a file localy on the server that i wish to load into the database now if i execute the query via ssh it works no problem but from within the program it does not the querys are identical
