Depending on the version of Mysql you're using that message sometimes arises depending on the version of DBD you're using.

Ie. Before I upgraded to the 3.22 series I was using 3.21.33b...if I was using any version of DBD higher than 1.11 I would receive the "can't locate" error. However if I switched back to the 1.11 version everything worked smoothly. To this day I don't know how or why the error existed (it was resolved when I start using the 3.22 databases) however my initial suggestion would be to install the modules actually contained on the Mysql site even if there are more recent versions available...that solved my problem.
