There is a ton of reasons on why you might get access forbidden in an ASP.NET 2.0 app. First, use an HTTP tracer to figure out if you even send a request, if so, is the error really forbidden? Or are the access rights to the assemblies incorrect? etc...

For PHP, i am clueless...
