The folowing caps are honored

active campaigns (25) or (100) it differs for some accounts. Active adgroups (2000) also on some accounts it could be set to 100 or 200.

I beleve these numbers are the largest cap when a account is fully enabled. So it is hard to get an safe cap number because the cap can differ for each account.
