Google Talk uses the Jabber protocol:

Google currently only provides a finished application for MS-Windows, using the Intel x86 processor. There are other implementations of Jabber available, both open source and closed source, which will you find some listed on the Jabber web site. If you are interested in the voice aspect, then Google has made the source code available in the form of LibJingle:
