I made the two following fixes for the CYGWIN-Build:

jam.h (line 259) around # ifdef __cygwin__ added # define DOWNSHIFT_PATHS

In Jambase replaced Line 997 (Just after # Don't try to create A: or A:\ on windows) if $(NT) by if $(NT) || ( "$(OS)" = "CYGWIN" ) || ( "$(OS)" = "MINGW" )

That was all.

Why didn't you release the version 2.5?
