Try to change "is8bit=0" to "is8bit=1" in the initial declarations of SubmitFile::MessageEnd procedure in submit2.C.

This "duty hack" nevertheless perfectly eliminates your problem and works well on my production server more than 2 years.

Yes, it eliminate problem, but don't fix the bug, even if it has been working well so long time.

Try to persuade Sam to fix it - maybe you'll be more lucky.
