Whether the given domain should be in locals, or hosteddomains, depends on how you have authentication set up. See the man page for more information.

Also, you didn't mention esmtpacceptmailfor. You need to list all of the domains that you accept mail for in a file in esmtpacceptmailfor.dir. Only authenticated users (or other users allowed to relay) will be able to send mail to domains that are not listed there. Make sure to run makeacceptmailfor after you change it.
