TARGET: SCA Java Common APIs and Annotations [2]

DESCRIPTION: The SCA Assembly TC resolved an issue [1] that removed the description of <interface.java/> from the Assembly spec. Both the SCA Java CAA and SCA Java C&I specs both reference <interface.java/> but neither explain it as both specs currently depend on the Assembly spec.

PROPOSAL: While not precise, lines 2129-2145 from the Assembly spec [3] need to be placed into section 3 of the Java CAA spec [2], perhaps inserted in front of section 3.1 or as new a section 3.3.
