yes!
most of the time i spend eventum is scrolling with mouse :(
and i'd like to see add new note buttons if sections are collapsed. for example if time tracking is huge, and i just want to add new time tracking, i could need to scroll two pages to hit on add new time tracking ...
altho it would be perhaps better idea (additionally) to have add new XX buttons at the top of the page at fixed location, independant of issue description lenght, thus before the issue details itself.

One blank line is caused by the presence of a <br /> at the start of each template file. It would be great if this was removed, and (if desired) put into view.tpl.html to keep the original layout.
(This would mean patching one file instead of nine to change from 'standard' to 'compact' layout.)
The other mostly blank line only contains [Back to top]. This link can be moved to the header line of each collapsible section.
Is this a change anybody else is interested in?
