I don't think there is... Could you explain why you would like to do so? Perhaps there is a more appropriate way of solving your problem than assigning a specific revision number to a submission.

Is it possible to check in a file at say rev 30, if the head rev is only at 20?

I suppose I could write a script that edits and submits in a loop until it gets where I want, but I was hoping there was a cleaner way.
