You JUST have to implement the missing bricks in the kernel. ;-)
That's the point where you really need a deep knowledge of embedded devices. A Linux kernel is no wizardry, but kernel programming is definitely advanced stuff!
By the way it will be also possible to port the Android Runtime to the Symbian or Wndows world.

Okay, a more honest answers is if you are a gifted IT engineer and your 3rd party device is powerful enough this may be possible after the Android source code has been released as open-source. It is not as easy as one may expect it.
Even if theoretically it may be in some cases possible to use Android on 3rd party devices, there are also legal reasons why Google will not be able to "make it so that people can flash one's current mobile OS" and replace it by Android.
