I can't help noticing that this chap "china.com" <jame@china.com>, seems to be sending garbage like this to this list, over and over again.

It is MIME encoding, I think because he is using multibyte characters. My mail client, Eudora 5, reads it fine. It isn't spam, or anything bad.
