Could reformail be used to prevent "8-bit content in the headers" bounces
somehow? Tried educating users about adding the necessary headers, but it's a

No. 8-bit content in headers is a completely different problem than 8-bit content in the message body, without the right headers.

Besides, the problem has to be fixed on the sending side.
