Pete,
Having a static routing manager is great news!
Does it include some sort of discovery phase (i.e. broadcasts to establish who each node can talk to followed by constructing the full routing table) or does it require a manually created routing table? If it has a way to automatically establish existing routes then it should definitely be part of Red. If it requires a manual table to be constructed, then keeping it a separate module that someone can install seems more appropriate.
