I am not so clear about what you meant below.

Is the maildirquota is a text file which has the same entry as the maildirsize
file ? What do you exactly mean with Maildrop creates maildirsize file ?

No. Maildrop does not read maildirsize. Maildrop creates it. The maildirquota must be provided to maildrop from the mail server. Currently, maildirquota can only be initialized in maildrop via the userdb module.
