ahh, so how do I have users in the userdb and still have them all use
maildrop for local delivery (other than putting a .courier file in each)

Accounts are created using userdb and
maildirmake /home/mail/domain.com/user
In that case when you do:
userdb -f /etc/courier/userdb/default user set maildir=/home/virtual/user
It overrides your DEFAULTDELIVERY setting. For this user it's not maildrop
anymore.
It's going straight to it's Maildir folder bypassing maildrop.
